Labour Card UAE: Issuance, Renewal and Rules

A UAE labour card is the Ministry of Human Resources and Emiratisation digital work-permit record, not a substitute for the residence visa or the employment contract, and working without a valid permit is illegal.

Most popular explainers still treat labour card UAE paperwork as a plastic card you wave at a counter. That picture is the wrong one. The card is a ministry file. It authorises a private-sector job only when the permit, the registered contract, the residence visa and the passport data all say the same thing. A founder who has never filed one can still get this right by treating those four records as one set, not four separate errands.

What the UAE Labour Card Is in 2026

Say you hire a sales lead for a new Dubai company. You book the flight, send the offer, and assume the person can start on Monday. They can't, not legally, until the digital work record is live.

In the United Arab Emirates, the labour card is the digital work-permit record tied to the Ministry of Human Resources and Emiratisation (MoHRE), and it authorises private-sector employment rather than replacing a visa. MoHRE is the federal ministry that handles most private-sector jobs.

Think of a rented flat. The permit is the key, the residence visa is the door, and the registered contract is the name on the lease. All three must match before someone starts work. A key that opens the wrong door, or a lease in another name, is not a small clerical slip. It is unauthorised employment.

What is a labour card

A labour card is the MoHRE record that connects a worker to the sponsoring establishment and to an approved work permit. Under Article 6 of Federal Decree-Law No. 33 of 2021, working in the UAE without a valid MoHRE-issued work permit is illegal, as the UAE government work-permit guidance sets out. Employers still complete the residence, identity and contract steps that sit beside that permit.

Is it still a physical card

It is not a paper card you keep in a wallet and treat as proof of every right. The framework has moved from a paper-card idea to a ministry-managed digital labour and work-permit file. You read the live record, not a laminated copy from an old folder.

MoHRE recognises several permit categories, including overseas recruitment, temporary work, missions, part-time work, flexible work, and residents sponsored by their families. A conventional full-time hire from abroad is only one of those paths.

The volume shows this is routine compliance, not a rare filing. MoHRE reported 1,549,220 work permits issued in 2021, about 53% more than the more than 1,015,000 issued in 2020, according to the MoHRE 2021 permit release.

The same federal rule meets different licensing desks in Dubai, Abu Dhabi and Sharjah. What changes next is who holds the labour record for your company.

Mainland and Free Zone Labour Records Compared

Who holds the labour record for this company? Answer that before you ask which form to download.

A mainland company's workers are recorded in a MoHRE file, and its local licence comes from the emirate's licensing department. A commercial free zone keeps its own employment and immigration file, with a visa quota and a zone-approved contract. Dubai International Financial Centre (DIFC) and Abu Dhabi Global Market (ADGM) are financial centres with their own employment laws and registrars, so a MoHRE labour card is the wrong document there.

Route Who holds the record Must exist first Where work is allowed
Mainland company in Dubai, Abu Dhabi or Sharjah MoHRE work permit and labour record Establishment file, establishment card, e-signature, valid trade licence, activity-matched job, worker 18+ with no other permit Across the UAE, including government tenders where the licence allows; a physical office is required
Commercial free zone such as IFZA, RAKEZ or Ajman Zone employment and immigration file, not an automatic MoHRE mainland card Zone licence, available visa quota and a zone-approved contract Inside the zone and abroad; mainland customers need the correct extra permission
DIFC or ADGM That centre's employment rules and registrar Entity set up under the centre's own employment law Work for that entity under centre rules, not a MoHRE labour card

Pick your row by the licence, not by where the employee lives. A mainland company in Dubai, Abu Dhabi or Sharjah sits in the same row. The zone you choose changes the second row, not the rule that the worker needs a valid authorisation before day one.

IFZA is the International Free Zone Authority, RAKEZ is the Ras Al Khaimah Economic Zone, and Ajman has its own zone authority. Each issues its licence and holds the employment file. None of them automatically creates a mainland MoHRE card.

On the mainland, the UAE mainland recruiting guidance ties the labour card to an approved work permit, not to a substitute document. Before you apply, the employer opens a MoHRE establishment file, obtains an establishment card, completes the electronic-signature process, and keeps a valid, non-violating trade licence. The occupation must match the licensed activity. The worker generally must be at least 18 and must not hold another valid work permit.

Practical rule: If the licence activity, the job title and the permit type don't line up, stop the hire and fix the licence or the title first.

Work rights follow the licence too. A mainland company can trade across the UAE, open in any emirate and bid for government contracts where the licence allows, and it needs a physical office. Free-zone activity stays mostly inside the zone and abroad unless the right extra permission is in place. A new company also needs its establishment card before the first employee file, which is why the establishment card in Dubai sits at the front of the sequence.

After work-entry approval, the employer still completes the medical-fitness examination, the Emirates ID application and labour-card issuance inside the entry-permit workflow. An expired licence, a missing qualification or an old live permit can block issuance even when the immigration file looks ready. Common papers include a passport valid for at least six months, a white-background photograph, and authenticated qualifications where the role needs them.

Documents Fees and the 60 Day Window

The 60-day period starts with initial work-permit approval, not with the job offer. For an overseas hire on the mainland, the employer must pay the applicable approval fees and provide the required AED 3,000 bank guarantee for each registered employee through an approved UAE bank within that window. If payment is not completed in time, the permit is cancelled and a new application is required, according to the mainland recruiting guidance.

The same period also covers the employee's medical-fitness examination, Emirates ID application with the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), and completion of the labour-card process with MoHRE. These records need to agree: the permit, registered contract, visa and passport details are connected parts of the employment file.

Item Requirement If missed
Initial work-permit approval Valid for 60 days Permit is cancelled and a new application is required
Bank guarantee AED 3,000 per registered employee through an approved UAE bank, paid with approval fees Approval is not completed
Government approval fees Set by permit type and emirate; read from the live MoHRE or zone invoice Permit is cancelled
Medical, Emirates ID and labour record Finished inside the same 60 days; Emirates ID is filed with ICP Immigration file stalls
Passport and photo Passport valid at least six months and a white-background photo; attested qualifications if the role needs them Issuance blocked
Offer and contract Signed offer supports the permit; contract registered with MoHRE within 14 days of arrival or status change Permit data and contract diverge
Overall processing time Plan from the 60-day window; licence and visa times follow government approvals Filing falls outside the permit validity

Government charges vary by permit type and emirate. Check the live MoHRE or free-zone invoice before paying; an old fee figure may not match the amount due for the application.

What does the employee pay versus the employer

The employer pays the approval fees and provides the AED 3,000 guarantee per registered employee. The employee attends the medical examination and Emirates ID biometrics in person, and must provide a passport valid for at least six months and a white-background photo. Attested qualifications are needed when the role requires them.

The signed job offer supports the initial permit application. The employment contract must be registered with MoHRE within 14 days of arrival or a status change. MoHRE's 2026 announcement describes services designed to reduce required documents and in-person visits.

Check the file before the 60-day window closes. An occupation that does not match the licence, an expired licence, a still-active second permit or missing attestation can hold up issuance. Compare the passport number, job title and expiry dates across the records. If they do not match, the employment file may stall while the discrepancy is corrected.

How to Issue, Renew and Cancel a Labour Card

A mainland hire from overseas follows one order. Free-zone hires use the same order on the zone portal instead of the MoHRE file. Licence and visa processing times depend on UAE government approvals and may vary, so you plan from the expiry dates and from that 60-day approval window, not from a promised same-week finish.

  1. Confirm the establishment file, the trade licence and the visa quota. If the quota is full, the rest of the list can't start.
  2. Issue the signed job offer so the occupation matches the activity on the licence. This is the document the permit application leans on.
  3. Apply for the correct permit type and wait for approval. The usual failure is an occupation that the licence doesn't cover. A "marketing manager" title on a licence that only allows general trading will sit there until you change one of them.
  4. Pay the approval fees and lodge the employee bank guarantee inside the approval window.
  5. Complete the medical fitness test at an approved centre. The employee attends in person.
  6. Apply for the Emirates ID with ICP. Biometrics are an in-person step.
  7. Finish the labour card issuance on the MoHRE file so the permit and the employer record match.
  8. Register the employment contract with MoHRE once the person arrives or changes status, on the timetable that starts then.

Owners based outside the UAE can have filings prepared, while the employee must still attend steps that need their presence, such as their own biometrics or medicals.

How does renewal differ

Renewal repeats the medical and identity steps before the permit and the residence expire. The failure point is letting the employee keep working on an expired record. Put the permit expiry, the residence expiry and the passport expiry on one calendar, and start early enough that a rejected photo or a slow medical doesn't push you past the date.

How does cancellation work

Cancellation starts when the employer files it and settles end-of-service items. The file closes only then. A verbal resignation, or a last working day written in a chat, doesn't close the permit. If a dispute is open, the cancellation date can move, which is a separate problem from the filing steps above.

Keep the signed offer, the attested certificates and the passport scan in one folder before you open the application. Hunting for them on day 50 is how windows get missed.

Employer Duties and Fines Under the Labour Law

The exposure is a number, and it scales with headcount. Federal Decree-Law No. 33 of 2021 sets a fine of AED 100,000 to AED 1,000,000 (AED is the UAE dirham) for employing a worker without a permit, using a permit for an unauthorised purpose, or recruiting a worker and leaving them unemployed. The fine may be applied repeatedly according to the number of affected workers, subject to an aggregate ceiling of AED 10,000,000, under the federal labour legislation.

Breach Fine
Employing a worker with no permit AED 100,000 to AED 1,000,000
Using a permit for an unauthorised purpose AED 100,000 to AED 1,000,000
Recruiting a worker and leaving them unemployed AED 100,000 to AED 1,000,000
Same breach across many workers Repeated per worker, aggregate ceiling AED 10,000,000

For an employer with ten improperly authorised workers, the statutory exposure can reach AED 10,000,000 before immigration disruption, remediation or business-licence trouble. Separately, MoHRE can refuse issuance, renewal or cancellation where documents are false or delay-related fines are unpaid.

Who does what

The employer keeps the licence clean, files the right permit type, registers the contract, pays the guarantee and tracks expiry. The employee keeps the passport current, attends the medical and biometrics, and doesn't start work, or a second job, on the wrong permit.

Before any deployment or renewal, HR should reconcile each person's permit status against the licence activity, the contract, passport validity and the expiry calendar. Wage payment sits beside that file: the wage protection system is how salary reaches the worker, and an unpaid wage is a different breach from a missing permit.

A clean licence and a live permit are the employer's job. Showing up for the medical and keeping the passport valid are the employee's.

When the Card, the Contract and the Visa Do Not Match

A labour card is a digital MoHRE employment record, not a plastic card that proves every right. Its details need to match the work permit, registered contract, visa and passport. A mismatch can hold up a renewal, transfer or complaint, so check the records together.

Situation What the card does not settle Next path
Name, passport or photo does not match Identity data used in MoHRE checks Correct the record before a renewal or travel
Job title differs from the offer Occupation on the permit Amend the permit to match the licensed activity and offer
Contract was never registered Contractual terms Register the contract; the card does not replace it
Resignation or termination Cancellation date Check the relevant cancellation process; a court case or continuing employment may affect the timing
Unpaid wages Wage claim File within 30 days; the investigation period is 14 days, and MoHRE may decide claims up to AED 50,000
Second job or family sponsor A second conventional employer card Check the permit category that applies, such as part-time, flexible, temporary, mission or family-sponsored resident permit

If the job title is wrong, the MoHRE record should be amended to match the offer and licensed activity. If the contract is missing, it must be registered. The UAE employment contract records the agreed terms, while the labour card records employment details.

Resignation or termination does not always mean same-day cancellation. Timing can depend on whether the employment relationship continues, a case goes to court, or a work-abandonment complaint is proven. Check the applicable process before relying on a cancellation or transfer date.

What if wages are unpaid

Either party generally has 30 days from a breach to file a complaint. The investigation period is 14 days, and MoHRE may issue a final decision for claims up to AED 50,000, according to the MoHRE labour complaint guide. If wages are unpaid, file within the 30-day window and address any conflicting permit or contract details at the same time. Waiting to correct records first could cause the complaint deadline to pass.

A second job or residence under a family sponsor calls for the permit category that fits the arrangement. Check that the permit, contract, visa and passport details agree, especially during a move between employers.

Frequently Asked Questions About the Labour Card

Can I work while my labour card is still processing

No. A permit that hasn't been approved doesn't authorise work. Start only once the approval and the MoHRE record are live. An entry stamp or a signed offer doesn't fill that gap.

Is the Emirates ID the same as the labour card

No. The Emirates ID is the identity card issued through ICP. The labour card is the MoHRE work record tied to a permit. You will often hold both, and they answer different questions.

Do freelancers need a labour card

A freelancer working for a UAE employer needs a valid permit of the type that fits the arrangement. The part-time and flexible categories exist for this case. A freelance visa from a zone is not the same thing as permission to work for a specific mainland employer.

Does a Golden Visa remove the need for a work permit

A residence category doesn't replace a permit for a specific employer. Golden Visa holders should check their MoHRE record to see whether their status allows them to work without an employer permit. Don't assume the long residence stamp covers a new company's payroll.

What practical habit prevents most problems

Keep one renewal calendar that tracks passport expiry, permit expiry and the contract registration date, and set reminders at least 60 days before each date. Store attested qualifications and the signed offer in one folder so they're ready when a filing opens. Fee and deadline detail lives on the live invoice and on the approval window, not in a saved screenshot.
